Confirm they are on the Contractor Registry
Anyone doing home construction has to be listed on DACO's registry. A registered contractor posts a bond that answers to you if the work comes out defective.

Look up complaints and fines in their name
DACO keeps a public search of cases and fines. If there are prior claims against that contractor, they show up there.

Put the agreement in writing
DACO has guidance on construction, remodeling and home-improvement contracts. If the agreement is not honored, that is also where you file a complaint.

Trades that require a license on the island
Electricians
Junta Examinadora de Peritos Electricistas
The law defines three levels: apprentice, helper and master electrician. The licence is issued for two years.

Junta Examinadora de Maestros y Oficiales Plomeros
Three levels: apprentice, journeyman and master plumber. The master licence requires at least two years as a licensed journeyman.

Junta Examinadora de Técnicos de Refrigeración y Aire Acondicionado
Requires EPA 608 certification to handle refrigerants. The licence is valid for four years and is renewed 30 days before expiry.
